It's not considered nice, but if he didn't rez you after you wanted to give it back, well then it's entirely his fault that he now does not have the item.

You did not scam him, however the ethics of the situation are up for debate. Some will argue that once the item is released, it belongs to whoever picks it up. Others will argue that the ethical thing to do is to pick it up and offer it to the person it was originally assigned to. According to the rules though, you did nothing wrong.

I had a situation were we were doing a tombs run and a dryder dropped an ecto for me. We took so long to clear the room that it went neutral and before I could get to it someone went and picked it up. Everyone in my group told the guy that it was my drop and he ignored us all until eh eventually logged out after a couple of minutes. So if you know that the drop belongs to someone else and you still take it does'nt make you a scammer but it does make you a thief.

You can rest easy to know that you are not a scammer as you did not scam anyone. And that person should have ressed you to give you the opportunity to give it back.
When a drop becomes unassigned then it is free for anyone else to take. However, IMO it is impolite, rude, bad sportsmanship, call it what you like, to just take it (especially if it is a gold/green item, ecto, shard, etc) without asking the person whom it originally dropped for whether they still want it or not. That person may not have been in a position to pick it up when it dropped. Drops are easily missed especially in the heat of a battle. Some players are more than willing to stop healing or attacking and go off to pick up their drops, while others will continue with their role until enemies are dead and it is safe to pick up drops. |

according to the rules, you didn't scam the guy
it's ethical so I'll agree with Woody anyway that ecto should have went to ya but that guy who took the ecto is only after the goods personally I might put that person on the ignore list since that person most likely done that to the rest of the group when he "logged off" |

As you did not obtain the item by way of deceit, you did not scam him and therefore not a scammer.
The item lost its assignment and therefore up for grabs, so no rules broken there. It sounds like you were willing to give it back, so it is his own fault for not rez'ing you and giving the opportunity to do so. Don't worry about it, you didn't scam him. |

People often leave stuff behind and if it is even blue or something of relative value (like a monstrous fang) I will call it to their attention before we move on if I see it, which I normally do.
If the item is still there later then I will be glad to add it to my loot, they had their chance earlier and chose not to pick it up. Personally, I'm a pack rat so pick up every single drop for me plus anything others leave or discard. |

If the OP thought they were breaking a rule and thus could get their account banned by Anet, it is important.

Sounds like he would rather cause you grief than get back his item.
Even if you didn't offer to give it back(which was the right thing to do) you wouldn't have broken any rules. It was timed out and up for grabs. He's just being an idiot after you offered it back. |

It's not exactly considered a scam, seeing as he had the time to pick it up (5 minutes if remembered correctly). If he was alive and well at the time the drop was dropped by a monster, then it's his fault for not picking it up, but it's not very nice to keep the drop from someone if they were dead at the time. Just tell him to stop being a jerk, and either give it back to him or keep it, whether you believe he deserves it or not.

You didn't scam, if he threatened a report don't worry over it.
As for unassigned drops the way I see it - if it becomes unassigned because it took so long to clear the area don't touch it and bring it to the attention of the person who it originally belonged to. If it's unassigned because the person just can't be bothered to pick it up, mention it to them first (some people miss their drops) and if still uninterested go for it. |
